This appears to have fixed it. I went into the registry in HKEY_Local_Machine\System\ControlSet002\Services\TCPIP\Parameters\interfaces\ and saw 4 folders. I studied the other folders and looks like the one giving me the problem had more entries than it should, as if when I disabled DHCP it...
We're running Server 2003. I set the TCP/IP to manual and put it in an IP address and subnet and in DNS some reason it creates 2 HOST (A) records each having a different IP address for the server. One for the manual IP I assigned (x.x.x.100) and another out of no where (x.x.x.173).
