You want to set up an Escalation List for your on-call mailbox. If you go into VM Pro Client you can use the GUI to set it up. Under the "User" section you can right click the on-call mailbox account, and select View Mailbox details. Put the 4 on-call numbers on the "Account" tab for Desk, Home...
We had to downgrade VMPro from 7.0.19 to 7.0.17 because we had the first 2-3 seconds of every recording being cut off. Once we went back to 7.0.17 the issues ceased. If you're running 7.0.19 that might be your issue.
