    Weird XP mail problems

    In Outlook Express I can receive mail but cant send it. I get a message saying SMTP server has timed out Error No. 0x8000CCC19. Here's the weird part when I go to web based mail like Hotmail & Yahoo I cant get past the login screen. Any ideas?
