I have the staic command in place.
Here is what I have diagnosed,
If we start a telnet session from 66.165.147.23 to 216.68.40.5, the packet reaches to the firewall and the destination IP is NATED to 10.0.0.13.

I have the WAN Address from ISP configured on my Serial 0/0.1 and one of my public IP Addresses configured on the Ethernet Interface.
