    I had problem on Access97 and it was resolved updating JET 3.5 'text\DisabledExtensions' in the registry

    Run-time error '5981' - Could not open Macro Storage

    You might have resolved it but may help somebody else. Check the NAME of the Active document the template is trying to open it may have an 'illegal' character which VBA doesn't like e.g '['.
