    it is a software issue, you need to upgrade, this is a known issue. upgrade to at least 3.2 rel34

    you have to go to system\devices\feature codes first change the outgoing extension from 8 to some other digit like 8999 temporarily, then change all of the 9xxx feature codes to 8xxx, then change all of the trunk extensions to 8xxxx, then you can change the outgoing extension to 9.
