After many days of research a tech at my client site reinstalls Windows XP Service Pack 2 and everything is fine, forms design properly and no other issues. Wow, who would have thought. But I just wanted to update this thread with my resolution and thanks to all those who helped. -Kent

Thanks Ed, I believe your assumption is correct. I created and new database and imported all my objects and the same issue is present. I believe it must be a MS Office installation problem and a complete reinstall might be neccessary.
