Why do I have to acticate when using IE 6.0.29 ???

Why do I have to acticate when using IE 6.0.29 ???
When I go to a site with flash on it I have to click on the clip or button or whatever it is for it to activate! Does anyone know why that is? I have read a previous thread with the (somewhat) same question but the poor guy hasn't gotten a full response that explains what is happening. Please...- bluexenomorf
