Becareful about using the term "LMI types should match on both ends". The L in LMI means local, so the LMI needs to match between the router and the providers frame-realy switch, NOT between routers.
The biggest difference is that with Cisco LMI you get the CIR information sent to...

Question, How would setting static MAC address entries in a switch increase bandwidth and reduce collision's?
The only thing adding static entries would do is eliminate the need for the switch to broadcast the 1st packet destined for a host out all ports. In a stable network, this should only...
Users can build stacks of up to nine Catalyst 2924M XL, 2912MF XL, and 3500 XL switches with the GigaStack GBICs in Gigabit Ethernet module slot.
Or a switch cluster may contain up to 16 Catalyst 3500 XL, 2900 XL, and 1900 switches, regardless of physical location, connected via standards-based...
First of all if you only need 7 subnets why have a /28 mask, a /27 would work. Also, I'm not sure I understand your question "is it appropriate for me to go up one bit so there is no confliction with the router address and the network address?(instead of 197.63.51.64, 197.63.51.32...
WIth a 2516 you have a built in 14 port Hub and an ISDN interface. With the 2501, 1 Ethernet interface (no hub), and no ISDN.
The choice is yours depending on your needs.

From what I remember when I was a Cisco SE the only way to get a packet to route from one isolated host to another is to have that packet route to the next layer from the router that has the promiscuous interface:

R2 (promiscuous)

If you are going from a full T1 to a Frac, what is you IP address now?
Also, are you changing the physical T1 or just the CIR?
Here is an example of the command to add IP to a interface:
Router1#config t
Router1#(config)interface serial 0
Router1#(config-if)ip address 1.1.1.1 255.255.255.252...
Doesn't sound like you have a port-channel configured, sounds like 4 seperate trunks, hence when you take down 3 of them everything works. While all 4 of them are up you probably have loops.
