I did this on Solaris 8 this past weekend. I used the dump utility piped to the restore utility.
Let's call the old file system /nsr and the new one /newnsr. Do this:
nsr_shutdown -aq
dump 0f - /nsr | (cd /newnsr; restore rf - )
cd /
rm nsr
ln -s /newnsr nsr
