I put DSL filters on the lines and it fixed the problem of being able to pick up a line when someone is using line 1 but I'm still having an intermittent problem with incoming call volume dropping off after about a second. If I can get that fixed I'll be golden. Thanks pmcook
The other lines can't be used to dial out at other stations only when someone has already started using line one to dial out. (just for clarification).

Comcast has told the customer that everything is exactly the same but maybe I should talk to Comcast. It seemed like a PBX problem because the lines all work when checking them at the blocks.
When someone is using line one no one can dial out on any other lines on their phones. This started when my customer changed providers from AT&T to Comcast cable. They also started loosing audio going outbound when on calls. I'm not really familiar with NEC systems so I'm at a loss.
