    You may try running the command a number of times just swapping the number variable increasing the value until your sure the settings have been applied. Assuming it's a LAN card it would be "Local Area Connection *" (Don't do this if you have multiple nic's and you don't want the other cards...

    This may not solve your issue as I'm pretty sure you need the nic card name to make it work. Here is a link to Netsh instructions. Look at some of the samples it is pretty straight forward and you can run it right from the command line in WinXP...
