You may try running the command a number of times just swapping the number variable increasing the value until your sure the settings have been applied. Assuming it's a LAN card it would be "Local Area Connection *" (Don't do this if you have multiple nic's and you don't want the other cards... -

This may not solve your issue as I'm pretty sure you need the nic card name to make it work. Here is a link to Netsh instructions. Look at some of the samples it is pretty straight forward and you can run it right from the command line in WinXP...
