    'Ctrl' key doesn't work with shortcuts?!

    Am I being really stupid or something? I've just upgraded from Photoshop 7 to CS, and for some reason my ctrl key doesn't work with shortcuts (ctrl + O, ctrl + S etc, etc.). It works when layers are selected, to move object and such, but I can't use any shortcuts? This is doing my head in!
