It may have been built for that but it has Server 2003 on it currently. It's being used as a test environment for a healthcare app. This was a turn-key system that was likely staged on whatever hardware they standardized on at that time.

Once you've joined their domain yes, the domain admins will have access to everything. All of the security for the shared folders will also to be setup on the new domain for the regular users before they can see it if they don't use a domain migration tool.
