    Dimming Lights in after effects.....

    I have a simple question. I am sorta new to after effects, and I was just wondering, these films, and comercials where the street lights, building lights, flicker on and off, can this be done with after effects? lemme set up a scene... a guy walking down the street, and the street lights come on...
