Had this happen also. I do not know the exact fix (another sites Exchange Admin had the call) but it included a call to Microsoft support and doing a bit of Exchange surgery in raw mode. I will try tomorrow to get the fix and post it.

I need a way to send a message to all new mailboxes; it needs to be automated so if any Exchange admin creates a new mailbox this message will be sent to the mailbox. Any suggestions? Thanks

I am very new to SMS but I believe you can find the computer in any collection, right click, goto all tasks, then distribute software. Let me know how this works for you.
