    I have the same problem. I had a 32bit R2 server running quotas with File Reource Manager on an external DAS unit. I reinstalled the O/S to get 64 bit R2 and installed File Resource Manager again. When I try to start it I get the same Error: 0xc1. I thought it could be corrupt old file info...
