    I contacted Microsoft about this issue, and they say it is a known bug that will not be fixed for Windows 7 (and Server 2008 R2 ?). It is being reviewed for a fix in Windows 8. So we'll just have to live with it for now.

    Apparently, this happens when you have the Settings-tab in Group Policy Management Console open. If you click on any other tab the problem disappears.

    I have the same problem. Check out the comments in this blogpost: http://blogs.technet.com/b/askds/archive/2009/05/05/rsat-release-candidate-for-windows-7-ehh-release-candidate.aspx It might be related to having ADUC and GPMC in the same MMC console.
