If they have your user account in a OU with a policy forbidding what you are trying to do then the policy will override.

I have a user that I have set up forwarding for. When the user that email is being forwarded to sends and email to the person that the email is being forwarded from, he gets a non-deliverable message.
An option you might want to try is to right click the icon and elevate the program by running as administrator. This will allow the program to make registry changes.
It could be also someone is "spoofing" your email address and mass sending emails. You might want to check and see if that email was actually sent from your organization.
