I believe the installer is a 32-bit program. I don't think Windows 7 can run 16-bit programs. The reason you need to install to the public folder is to get around Windows 7 (or Vista) security features. It seems that Builder needs to have write access to the installation folder which it does not...
To install C++ Builder 4.0 on 64-bit Windows 7 systems:
Create a folder in the Public folder to install to, for example:
C:\Users\Public\CBuilder4
Installing to the public folder allows Builder 4.0 to install and function properly on all Windows versions, including 64-bit Windows 7.
