According to the latest feedback we got from a Nortel distributor, our problem is that routing in a BCM will absolutely NOT overflow to a different service group on the same PRI. Thanks for the concise reply. The CbC limits were not defined at all (min 0, max 23 on all options) I set the limits as follows (these are the only types we use).
