    IE not displaying banner on website

    I have windows xp and for the past week my computer will not display any popups ie links etc. It starts to load and then nothing,just a half displayed outline.Then you cannot close it only by doing ctrl,alt,del. I even turned off my popup blocker but it didn't help.My ISP says it is a browser...
