Thanks everyone for your help. I found the problem. The vendor gave me PC3200 ram for the motherboard and it is supposed to take PC2100 or PC2700. I replaced the ram with the proper speed - and now the system boots in under 30 seconds!
Thank you jimp56. While this didn't completely fix the problem, it has improved it. 5 minutes to load windows doesn't annoy me quite as bad as over 10 did.
