Thanks woodcarver for the suggestion, unfortunately I can't get into Windows at all, so am unable to try your idea out.
I did try looking through the directories on the CD but cannot find SystemFileChecker
Any clues as to whether there is anything I can do in DOS?

Can't get into 'Windows'.
Error Message shows
Whilst initialising device IOS: Error: An I/O subsystem driver failed to load. Either a file in the .\iosubsys subdirectory is corrupt or the system is low on memory.
Tried:
Boot Disk
Extracting files from Win 98 CD
Reloading Windows 98
