10:3 is not 30%. It's ~23%. Now, not having read your manual, I'm not positive what they want, so I can't say.

You need to isolate the cause of the problem.
- Reboot the computer and check the BIOS time. Does the BIOS time have the 10 minute discrepancy?
- Disconnect the network cable to ensure that any installed programs aren't retrieving time from a network resource.
- Boot into Windows and disable...
Here's a good thing to try. Print to file and see how big the file is. Use your current printer driver, and print it to file. If the resultant file is over 96 MB (or however much RAM your printer has), don't bother printing it!
