Since you didn't mention the version, I'll assume it's R6. You'll need to install the Domino Administrator and be sure to use the custom setup option. Expand the Migration tools section and select Outlook Express Miagration. Once the Notes client has completed setup, yuou'll need to run...
I've had the same problem with users migrating to Win XP. Just make sure the user has full Read/Write access to the base Notes directory and all subdirectories. If the notes.ini is not in the Notes executable directory, then put it there.
