    I just had this problem come up after setting up blackice defender to check applications....i had to go into safe mode and remove black ice...possibly it could be the last hardware or software that you loaded that caused the problem.

    CPU usage is insanely high....

    i had the same problem when running some cpu monitoring programs for cooling....noticed the cpu usage was always around 100%...removed the software and usage was back to normal.

    yes scrape off that bad gently and then clean with some acetone and put some artic silver III on it.
