    The issue was with SELinux. "ls -Z" shows the differences. To fix it, I had to use the following command: chcon -R -h -t httpd_sys_content_t <directory>

    Since you installed XAMPP, I'm guessing you're using Windows? If I remember correctly, it puts it somewhere in the C:\Program Files\XAMPP directory (or similar). Just browse there and hit F3 to search for it. If you're on linux, it probably put it somewhere like /etc/httpd/conf/httpd.conf
