Sounds like it is probably the provider blocking it. The service providers I have this working with are in the US, not sure if that makes a difference in the way PRIs work.

Are you running Exchange 2003 with Outlook 2003? Seemed to work fine with Outlook XP, but with 2003 didn't work, may be a few more settings that I may have missed.
