To prove or disprove the power issue take out or disconnect as many add ons as possible, like extra HDD, Vid/Sound cards etc. If the system runs okay afterwards then you know you need a better power supply.
Also, even with a fan blowing inside the case a CPU can still overheat if the connection...
Keep looking for a Synaptics driver for your Dell, if you can't find one then contact Dell, they have a fairly good support area on their web site.
I work with a lot of Dell laptops and have similar problems with the curser jumping about, sometimes we end up giving the user an external keyboard...
Check your motherboard manual for any jumper configurations to do with different speeds. Then go back to Gateway to ask them, try to speak to someone technical. It's possible that the CPU is DOA.
