If you mean Windows users, then you can use a file called "usermap" which can contain the windows user login name mapped to unix login account.

It will prompt for a password of that user who has an account in the windows domain and has shared a directory.
Don't mention the name of the windows machine but the ip address.

Please ensure that the user 'admin' is not de-activated in the password database. You can check that by opening the passwd file and then checking the second field of 'admin' user row. If it is '*', then noway the user can login.

You, as a normal user, cannot run any service which listens on any port in the rangebetween 0 and 1023. These ports are reserved ports and can e utilized by only administrator.
The solution will be to run Tomcat at port above 1023.
