Did you change the computer "Phone and Modem" dialing rule under Control Panel? It would cause the issue as well if you program prefix 9 as well prefix 9 in UC setting.

Snip81 - did you try 9-1-xxx-xxx-xxxx? I think you need to use 11 digit for long distance and 7 digit for local.
