Amber lights are your first guess. This is the point where HP installed a system diagnostic tool via the LEDs. You should be able to find out if you have a hardware failure. If you do not get any screen it could be onboard video - perhaps an PCI card would let you see something, assuming it is...- WadeStoddard

DELL XPS 200 Blinking Flashing Amber Light - No POST
I have 5 years PC experience and this one is really getting me stumped. I have replaced the PSU, CPU and still the computer will not power on. I get a green LED on the mobo so I ruled that out.
