I'd check in the IPO security settings, change the HTTP and Webservices settings to Unsecure+Secure.

Just a guess, but have you checked on the IPO under security settings ‘Services’ and then on ‘HTTP’ in the middle window. In the right hand window change ‘Service Security Level’ to ‘Unsecure + Secure’. I've had that issue before when setting up a D100
