You probably need to look at some sort of disconnect supervision setting on CUCM so that it signals to the far end of that carrier trunk that the call has ended and to disconnect it's end.
What kind of trunk is this from the carrier? How is it handed off to CUCM? FXO/POTS line, Channelized...
Maybe try disabling those DSPs and removing their corresponding agent DNs from the queue. That may at least get you access if you are hitting those two ports as the first two in the queue.
Have you tried calling each agent/port DN directly to see if MM answers the other ports?
