One other thing that might be relevant is that I can ping some websites through the CMD window, but not others.
For example, if I ping www.microsoft.com or www.fedex.com the request times out. Most others are successful.

It's ok. I just added the line
<?xml-stylesheet type="text/xsl" href="my.xsl"?>
to my XML file and that worked fine. I can view it in my browser now without all the formatting tags.
