Unable to go to TL7 from TL6 on AIX 5.3

Unable to go to TL7 from TL6 on AIX 5.3
when I run instfix -i | grep ML it show everything is good up through ML6. Then it shows the ML7-ML10 as not all installed. I run lppchk -c it finds a bunch of files as could not be located. How do I clean up this system to get rid of the partial ML's? lppchk -v comes back with no output.
