But I still cannot connect with the Cisco VPN client.
Secure VPN Connection terminated locally by the client.
Reason 413: User Authentication failed.
Any ideas here?

Problem Fixed.
The connection profile they sent us did not have Transparent tunneling enabled, and I missed it when I looked it over. Enabling this solved our connection issue with them.
