Interestingly there's no such option for 'operating system drives'. The ability to turn off BitLocker is controlled by local administrative privileges.

I found that the issues was to do with Legacy/UEFI and TPM 1.2/2.0.
In short, when using Legacy boot you must use TPM 1.2 and when using UEFI you must use TPM 2.0. I was using Legacy boot but TPM was 2.0. Downgrading TPM to 1.2 resolved the issue but also changing to UEFI and usin TPM 2.0...
