network busy? sounds like a translation sending the call down a trunk route with no trunks. No separate parameter for call from digital extensions I'm aware of.

A while since I worked on one, I think they are based on the vmx/octel so if you have programmed one of those or have the manual you should be ok.

have you checked the night destination of the trunks? use the LTKD command and change with the RTK (dsa) command.
the ns of the ops group is for assistance calls from extensions

It may be that the channels on this card are set to both or ROT sending on old software versions this could give busy when calling a voice mail system.

If your nightbells are connected to an extension port, (many are) DENs pretending to be DANs. Then put the answerphone in parallel and set to answer after 5 rings or so.
If your bells are traditional dc bells then there used to be devices called level 8 diallers that picked up...
