If its a UC540, the management software "should" be Cisco Configuration Assistant. This is normally free software that can be downloaded with a guest CCO account. Just register online and then download. Cisco makes some (not a lot) of software available with just guest status.
I don't think the 1721's have enough flash or ram to support voice features & CME support files, and no support for DSP's or VIC's.
If you "could" get around those limitations, the 1700 series is limited to CME v4.0 or v4.1.
Sounds like it could be a speed problem on the console.
Reboot the 3550 to the switch> prompt, type confreg(?), and step through the options till you can change the baud speed.

I've a few 2800 series in the lab, and we have a host of 3845's at work.
The 2800/3800's only have the one flash:, which is the removable CF card. There is no separate internal on-board flash. As for the fans sounding like a wind tunnel, that is normal at boot time, but they do throttle down...

Unfortunately you are using an old 3524XL switch (from the show ver) supports Cisco pre-standard PoE only (same as the 3550's). There is no support for IEEE 802.3af.
