How do I block URL's with ISA Server

1 - Create a destination set that contains the site(s) you want to block.

2 - Create an html page that states the requested site has been blocked.

3 - Create a Site and Content rule that blocks any requests to that destination set and re-directs the requester to the page created in step 2.
