While I suggest the USR Performance Pro modem rather than a WinModem (assuming you must use an internal modem), I did find an Init String that resulted in a Conexant based modem that could talk to the PBX.

Start > Settings > Control Panel > Phones and Modems > then find "Extra Settings" and enter this:

AT+MS=V32B
