Not an ideal answer to recurring problems with servers 'hanging' in a stopping state, however this may be helpful from time to time:

On windows 2000, get the process id for the hanging service from the command prompt type:
tlist -s >shows list of all processes, id on the left

kill processid >this will completely stop the service of a particular process id.
(ex: kill 1885)
