Call the Microsoft Sales Center at (800)426-9400. Replacements is an option in their phone menu's.

You will need your packaging/ authentication numbers. They asked me for the number on the white sticker that started with an "X" (sticker reads CD SET X**-*****).

The new CD (at least for Windows 98SE) was $23.00 plus $5.00 S&H, plus tax. So you'll be looking at just over $30 to obtain a new copy.
