"What we have here is a failure to communicate". Literally. What is going on is your 32bit applications cannot access your internet connection. Try the following steps:

No DNS (or I CANT BROWSE!)

First, Reinstall TCP/IP
YOU NEED YOUR WINDOWS98SE CD OR THE CAB FILES TO PROCEED
Click on Start, Goto Settings, then CONTROL PANEL
Double click on NETWORK
Double click on TCP/IP, write down all settings, then click OK
Highlight TCP/IP and then press REMOVE.
If asked, specify the location of your CD (or cab files)
Restart the computer when asked

Go back to the control panel. Double click NETWORK
Click on ADD
Highlight PROTOCOL, click ADD
Highlight MICROSOFT on the left, on the right, highlight TCP/IP, click OK
Now highlight TCP/IP, click PROPERTIES
Put in all settings that your wrote down
Click OK, Click OK
If asked, specify the location of your CD (or cab files)
Restart the computer when asked

If this doesnt resolve the problem, do the following.

Click on START, Goto RUN.
Type in SFC then click OK
Choose the bottom option
In the blank field, type in one of the following (you'll do this for all 3)
winsock.dll
wsock32.dll
rasapi32.dll

Press START
The RESTORE FROM location will be your win98 cd (or the cab file location)
the SAVE FILE IN should already be filled in.
Press OK
Agree to anything it asks.
Repeat the process for all 3 files. Restart whenever asked.
