You can get the .NET runtime on the Microsoft MSDN site:
http://msdn.microsoft.com/netframework/downloads/updates/default.aspx#.NET%20Framework%201.1%20Downloads

You can also get it via the WindowsUpdate feature.

Version 1.1 of the framework comes standard with Windows Server 2003, and will also be shipping with Office 2003.
