Tip Text not working on Button

Has the Tip Text stopped working on a button or you can not get it to work on a new button. I had this problem if the button did not have focus it did not work. If it has focus then it will work. Well the answer is if you have a rectangle behind the button this need to be at the back( the button appears to be at the front but is not). Make the button at the front by using bring to front.
