In short, RedHat is now going to an exclusively fee-based OS product line - from WORKSTATIONS to servers - dubbed their "Enterprise" line. They have dropped anything free from the RedHat Linux product days of 6.x, 7.x 8.x and 9.x series.
Fedora is a project driven by RedHat which strives to publish a RedHat Linux (read old, free) distro that doesn't necessarily correspond to the Enterprise line. Some features will appear first in Fedora, Fedora may sometimes be "experimental" for some things... It's free.
A great many linux admins are struggling with the turmoil created by RedHat's change of focus.
