In Windows 2000 and XP:

This first part removes the icon from the Control Panel without removing the inetcpl.cpl file

1. START - RUN, type gpedit.msc and press enter
2. Navigate to Local Computer Policy|User Configuration|Administrative Templates|Control Panel
3. On the right pane double click Hide specified control panel applets.
4. Select ENABLED and click on Show...
5. Click on ADD
6. Enter the name Internet Options
7. Click OK until you return to the editor window.

The second part will disallow the user to access the Internet Options from the browser window.

1. From the Group Policy Editor navigate to Local Computer Policy|User Configuration|Administrative Templates|Windows Components|Internet Explorer|Browser Menus
2. On the right pane double click Tools menu: Disable Internet Options...menu option
3. Click on ENABLED and click OK.
